Position Description:
Geologic modeling of the wells in and around a minimum of three Army Corps properties in Pennsylvania to determine the net impact to the oil and gas resources on the Federal Minerals located below the Army Corps Properties. Pennsylvania has rule of capture for their oil and gas resources, which means that any well can be placed on any location within the lease and extract all resources that can be transmitted through the well bore. Lease holders commonly locate their wells on the lease line directly adjacent to the Army Corps property. Historically the Army Corps has been reluctant to issue leases on their property. This project would provide documentation on the amount of the “drained” resources and lost royalties to the Federal Government. This project is specifically categorized as Resource Protection. Goals: 1. Create a geologic model (faults, strata, porosity and permeability) of Army Corps Lands from various studies compiled by the USGS, Universities and various Federal and State of Pennsylvania Sources. 2. Import well data, depth data and production information for all wells located within 500 linear feet of the Army Corps of Engineers property in Pennsylvania. 3. Model the potential drainage impacts and volumes based on the production information available on the State of Pennsylvania public database. 4. Produce a report that outlines the impact of these wells around the Army Corps of Engineers lands. Up to two participants may be selected for this position. This position is offered through the Geological Society of America's GeoCorps America Program in partnership with the Bureau of Land Management (BLM) Office of Recruitment and Retention Programs (ORRP), which manages the BLM’s Direct Hire Authority (DHA)-Resource Assistant Internship Program (RAIP).

Goals, outcomes, and deliverables:
1) Geologic Model; 2) Drainage Model; 3) Written Report for the BLM, outlining the direct impact to the resource and lost revenue on U.S. Minerals below Army Corp of Engineer lands. Additionally, the participant is expected to submit to GSA biweekly reports that describe: the status of the project, contributions they’ve made to the project, and experiences they’ve had so far. Biweekly reports should focus on project-related information, and should be roughly 1-2 paragraphs in length. At the end of the project, the participant must submit a final report to GSA. After concluding participation in the program, participant is expected to provide GSA with quarterly updates on their status and progression through their education and career.

Agency involvement (project oversight, mentoring, team building, etc.):
A BLM mentor will be assigned to the participant for full time period of the project. Theresa Bodus, Trey Mitchell and Fred Holzel would all have interaction with the participant. The participant will accompany BLM staff on one trip to Pennsylvania. Interaction with the Geologist, Petroleum Engineer, and LLE.

The BLM office may provide a wide variety of rich professional development opportunities, such as First-Aid / CPR certification & other career exploration opportunities. A BLM mentor will be assigned to the participant for full time period of the project. Theresa Bodus, Trey Mitchell and Fred Holzel would all have interaction with the participant. The participant will accompany BLM staff on one trip to Pennsylvania. Interaction with the Geologist, Petroleum Engineer, and LLE.

Qualifications:
Project specific qualifications: Upper level undergraduate student, current graduate student, or recent graduate in the geosciences and related fields. Experience with geologic maps, geologic modeling, and oil and gas desired. Strong written and oral communication skills. Strong computer skills. General program qualifications: Be at least 18 years old at the start of the project. Be a U.S. citizen (by birth or naturalization) or a U.S. legal permanent resident (a "green card" holder). Be enrolled in a post-secondary educational program at an accredited institution of higher education, OR, have completed a post-secondary educational program at an accredited institution of higher education no more than two years prior to the anticipated date by which the DHA would be used for obtaining federal employment. [Ideally, a candidate who has already completed their higher education studies would use the DHA to obtain federal employment immediately or shortly after the completion of the 11-week GeoCorps project.] Be available to provide a minimum of 11 weeks of continuous service. Be willing to fulfill all reporting requirements (bi-weekly reporting, final reporting, and follow-up reporting in the months after completing the program). Be willing to submit to a government security background clearance process. Meet the specific qualifications listed for the specific opportunity to which one is applying. Hourly Wage: $3,850

Housing Details:
If free, on-site agency housing is not available, a housing allowance of $2,200 will be provided, which the participant will use to cover costs of a local rental. If desired, GSA and the agency can provide assistance in locating suitable housing. The selected participant is encouraged to discuss the housing situation with local agency staff.
