Position Description:
The participant will assist the Trails and Travel Management Program and other recreation staff with various tasks associated with developing and improving geospatial data sets related to travel and transportation management and recreational use on 243 million acres of public lands managed by the BLM. The participant will use the data to analyze various travel management and recreational use related problems as well as assist with the development of GIS training materials. The participant may provide support to a recreational mapping project requiring some GIS/mapping skills, such as the BLM’s Recreation Opportunities Mapping and Website Projects. This multi-stage project will produce standardized recreation materials, including maps and site‐specific webpages, for BLM recreation sites. As part of this project, the participant will: 1. Compile geospatial data from various BLM field and state offices to create Bureau‐wide data sets related to travel management and recreational use. 2. Produce reports based on analysis of travel and transportation and/or recreational use related geospatial data. 3. Produce digital and hardcopy maps for presentations and briefings. 4. Assist with the development of GIS processes and data standards. 5. Develop geospatial web services and tools to assist the field to reconcile and validate existing datasets. This position is offered through the Geological Society of America's GeoCorps America Program, in partnership with the Bureau of Land Management, U.S. Department of Interior.

Goals, outcomes, and deliverables:
These projects will provide the successful candidate with experience in the management of recreation, conservation, natural resources, data, and web sites. The participant will have opportunity to experience enterprise GIS (eGIS). Participants may also gain experience in the BLMs travel and transportation management planning process related to public land management. The primary goals may include projects such as; a national interactive recreation map, printable site‐specific maps, georeferenced digital pdf maps, and web tools and services integrating recreation databases. Other various GIS and web‐based products will result from other assigned projects.

Agency involvement (project oversight, mentoring, team building, etc.):
The selected individual will be directly supervised by the deputy division chief for Recreation and Visitor Services. The participant will work closely with the national travel management staff and the recreation program data steward who will introduce them to the work and mission of the BLM and other federal agencies, provide project guidance and recommendations, and broaden their network of professional contacts, all while giving the participant a high degree of autonomy over their work.

Professional development & learning opportunities: (trainings, certifications, networking, etc.):
The participant will work in close coordination with BLM Staff Specialists with a wide variety of experiences and background, such as the Deputy Chief of the Division of Recreation and Visitor Services, the Trails and Travel Management Program Lead, national data management program staff, and others. Project assignments will provide a challenging and meaningful experience to the participant. Participants will gain experience navigating a professional workforce, the opportunity to exhibit their technical skills and knowledge, apply these skills to current management challenges, and produce plans, data, and educational materials that will help direct the management of BLM properties. The participant’s knowledge and experience, along with other staff and partners involved with the project, will serve as a great knowledge base for the selected participant as well as an opportunity to network and develop contacts for future project work or job opportunities. The participant will also be exposed to various protocols used in data collection and management. As they become available and are pertinent to the project, the selected applicant will be encouraged to attend local workshops, GIS user conferences or trainings. Conferences may include the ESRI Federal GIS User Conference or Geocortex Conference. Trainings may include First Aid/CPR, computer security, safety procedures, defensive driving, and GIS. Additional training may be made available in Federal law pertinent to land management such as the National Environmental Policy Act (NEPA), National Historic Preservation Act or the Endangered Species Act (instructor lead and online classes through the BLMs National Training Center).

Physical/Natural Environment:
This position is located in an office building in southeast Washington DC. The office building is located close to the U.S. Capitol Building and multiple amenities, such as a Metro line and the professional baseball stadium.

Work Environment:
Work is carried out in a normal office space, with adequate lighting, heating, ventilation, etc. Off‐site programs may be in an outdoor environment where climate, weather, and terrain require care in how the work is performed. The participant will be provided office space, a desk, and a computer equipped with the relevant software. The majority of time will be spent developing GIS products, entering field data, writing reports, and organizing photos and other imagery. Some walking, bending, or carrying of light items may be involved. The participant will work 40 hrs. /wk., with most weekends and holidays off.

Qualifications:
NEW POSITION; STARTS ASAP, PREFERABLY IN JUNE/JULY 2018, SO PLEASE APPLY ASAP. Applicants should have completed at least three years towards a degree in geography/GIS/cartography, natural resources management, recreation management, environmental science, geoscience, or a similar science‐related field. Required skills include: a solid working knowledge of current ArcGIS desktop so􀅌ware, ArcGIS online mapping (or similar online mapping applications), and geodatabases; the ability and willingness to work with geospatial data on a very large scale; fluency with the MS Office Suite; strong attention to detail; highly organized; ability to write clearly and communicate information to management; ability to work well independently, with little supervision; ability to work collaboratively with others. Other desirable traits include: experience and interest in creating webpages (coding experience not required, but beneficial); an interest in public lands and natural resource management; a demonstrated ability and willingness to communicate with a diverse group of specialists and non‐specialists from across the western US and Alaska to develop an understanding of BLM travel management and recreational use related problems and possible solutions that GIS may offer. The participant may be asked to conduct high‐profile assignments with short deadlines and must be prepared to handle rapidly evolving assignments. Prior to starting this positon a government security background clearance will be required. Because of the possibility of extending the project term beyond the initial period (see the Positon Dates and Payment sections for details), the ideal candidate will be flexible, with availability for at least 16 weeks and as much as 12 months. (If project extends, additional pay will be provided, with the possibility of an increase in the pay rates.) The applicant must be a U.S. citizen or U.S. permanent legal resident (“green-card-holder”). Prior to starting this position, the participant will need to pass a background check either with the host agency, Aerotek (GSA’s staffing partner), or both.

Vehicle / Driver's License Requirement (If applicable):
A vehicle is not required. A valid driver’s license is required. Washington DC has many public transportation opportunities for commuting to and from the office, and for running errands, visiting tourist sites, etc. A personal vehicle is not required. On the rare occasion that the participant travels to a BLM state or field office and driving is necessary for project-related travel, a government vehicle will be provided. Applicant must have a valid driver’s license and a good driving record.

Position Duration: Up to 40-48 weeks

Hourly Wage: $13.25/hr

Housing Details:
The BLM does not provide housing for this position. The participant will find their own local housing, with assistance from local BLM staff and GSA HQ staff. The participant will use a portion of their wages to cover housing costs.
