Position Description:
The duties of the GeoCorps participant will be to assist Outdoor Recreation Planners and GIS specialists with the development of a local data base and integration of historic travel and transportation data covering the Steese National Conservation Area and Eastern Interior Field Office, (including the White Mountains National Recreation Area, Beaver Creek, Birch Creek and Fortymile National Wild and Scenic Rivers. The majority of the time will be office/computer-based work. The principal duty of the GeoCorps participant will be to build a GIS database in ArcMap with previous inventory data including photos and condition survey data from the past 20 years. The participant will coordinate with the BLM Outdoor Recreation Planner and GIS Specialist and other specialists as needed. The participant's work will contribute to management decisions regarding past and current location of transportation routes and conditions, and help with identifying route and condition changes over time. Taking inventory and monitoring data and making maps are essential for BLM's communication with the public especially during Transportation and Travel Management planning efforts. Use of computer based GIS mapping software and data management tools are essential.

Goals, outcomes, and deliverables:
Participant will produce a GIS data base of known transportation features with photos and condition surveys from historic data, integrating different yearly surveys to identify changes over time. The intern will gain valuable skills in GIS, data management, metadata creation and geospatial analysis using ESRI software.

Agency involvement (project oversight, mentoring, team building, etc.):
The Eastern Interior Field Office, BLM, Fairbanks has hosted GeoCorps participants since 2009. Each participant will receive project mentoring from the Outdoor Recreation Planner (project coordinator) and work closely with other resource specialists on an assigned project.

Professional development & learning opportunities: (trainings, certifications, networking, etc.):
Participants have received training in operations of Aircraft Safety, ATVs, Bear Awareness and Firearm Safety, Defensive Driving, First Aid and CPR, Risk Assessment, Computer Safety and Use (government) and independent learning opportunities on ArcMap, Excel and other computer programs. Participants have the opportunity to work closely with a number of different specialists, assisting with ongoing projects, for short periods of time, in addition to their own project. The participant will work independently with minimal supervision at a profession level commensurate with education level/experience.

Physical/Natural Environment:
The Eastern Interior Field Office (EIFO) includes 8 million acres of public lands in east-central Alaska. Work will be conducted in the Steese National Conservation Area with possible duties in the White Mountains National Recreation Area and the Upper Black River area. Three National Wild and Scenic Rivers: Birch Creek National Wild River flows through the Steese NCA Two other Wild and Scenic Rivers in the EIFO are Beaver Creek and the Fortymile. The area is known for spectacular vistas, wildflower displays, unusual landforms, and arctic wildlife viewing. The area is part of the Yukon-Tanana Upland physiographic province, an area of Interior Alaska which consists of rounded hills around a high central area of rugged mountains. Rounded ridges and gentle slopes characterize the topography. These ridges trend generally northeast to east, have ridge crest elevations of 1,500 - 3,000 feet, and rise 500 - 1,500 feet above adjacent valley floors. The ridges are surmounted by compact, rugged mountains of 4,000 to 5,286 feet in elevation. Valleys are generally rather flat, alluvium-floored, and one-fourth to one-half mile wide, to within a few miles of the headwaters. The area is underlain by intermittent permafrost and some mountains have evidence of glaciation in a generally unglaciated area. The major structural control is the Tintina Fault Zone, which separated the North Steese into two broad areas. The largest zone is south of the Tintina Fault and is a complexly deformed, regionally metamorphosed terrain of mostly quartzitic and pelitic rocks.

Work Environment:
Most work will be conducted in the office environment on a computer. Participant may have the opportunity to participate in some field work. The work schedule will be 40 hours per week in either a regular 8 hour work day or a compressed 10 hour work day schedule.

Qualifications:
Applicants should have completed or be working toward a degree in GIS, geography or a related field with an emphasis in geographic information systems and coursework in recreation resource management or natural resources. Applicants should have knowledge and/or experience using ESRI based GIS software. Applicants must have good organizational and communication skills and must be able to work well independently, with direction and technical support by BLM staff, and must be able to work with a variety of personalities. Computer skills in ArcMap, ArcCatalog, Microsoft Word, and Excel Spreadsheets, are required. Applicant must have a valid driver’s license and a good driving record. Prior to starting this position a government security background clearance will be required.

Position Duration: 12-16 weeks (depending on status of project, funding, and participant availability)

Hourly Wage: $3,000-$4,000 (depending on duration)

Housing Details:
Housing will be provided at no cost to the participant in the Alaska Fire Service Barracks, which offers a double occupancy room and shared bath with the room next door. Sheets and linens are provided with self-serve laundry facilities located within the building. The building is co-ed and the room next door may be occupied by either sex. Most of the residents are male as it is a fire barracks. There is no kitchen but a dining hall is within walking distance with limited serving hours. The barracks and dining hall are part of the Alaska Fire Service facilities located on the Fort Wainwright Army Post, which has controlled access. A government vehicle will be provided to support the position and provide transportation for the participant to and from the office, which is located approximately 10 miles away.
