Position Description:
[EXTENDED DEADLINE TO 3/29/15] The GeoCorps participant will review existing oil and gas bond amounts using BLM guidance and templates to determine bond adequacy and determine possible bond increases. Participants would review a bond, including the total number of active and inactive wells covered by the bond, look at the operator’s previous history of any violations or non-compliance orders, and reclamation performance of disturbed grounds, both interim and final. Whether wells are producing or idle is also considered (as well as depth of wells and production of the well) in the bond criteria evaluation. Following this BLM regulations and guidance, participants would search database information per guidance direction identifying those criteria that impact bond increases. Then points are assessed for each bond criteria reviewed and then these points are assessed a dollar value which is then used to come up with a total bond amount required, and most bonds cover multiple wells. This position will require the applicant to have database management skills, good math skills, and good communication skills are a must. While field work would be minimal for this project, participants would have involvement with the BLM state petroleum engineer and field office specialist staff, and would gain valuable knowledge about this portion of the BLM oil and gas program. Currently New Mexico BLM has more oil and gas bonds than any other state with the requirement to review 20% of all bonds annually. This position is offered through the Geological Society of America's GeoCorps America Program in partnership with the Bureau of Land Management.

Goals, outcomes, and deliverables:
The participant will review current bonds and complete a bond adequacy review package according to BLM regulations and guidance as to whether bond is adequate or needs to be increased. The bond package must provide adequate information to the authorized officer as to be able to make a decision on adequacy of the bond and determination of appropriate bond increase amount.

Agency involvement (project oversight, mentoring, team building, etc.):
New Mexico BLM has history of working successfully with GeoCorps positions. The participants will be working with state office petroleum engineers, state office natural resource specialists, and BLM minerals staff in various NM District and Field Offices. The participants will be considered a part of NM BLM State Office staff and are encouraged to network

Professional development & learning opportunities: (trainings, certifications, networking, etc.):
Participants will learn about and trained to use the BLM Automated Fluid Minerals Support System (AFMSS) database. Participants would also be trained in reviewing surface reclamation requirements.

Physical/Natural Environment:
The participant will be based in Santa Fe, New Mexico. Santa Fe is a city of around 90,000 people. It sits at the base of the Sangre de Cristo Mountains at an elevation of 7,000 feet, in pinyon-juniper woodland. Summer temperatures are ordinarily in the 80s.

Work Environment:
The GeoCorps participant will be based in the New Mexico Bureau of Land Management State Office, and can expect to perform work in the office environment. Limited work (less than 10%) may occur in field environments, including remote locations. Participant must have a valid driver's license and meet BLM's driver training requirements.

Qualifications:
Applicants should have knowledge of or a degree in petroleum engineering, mining engineering, geology, or related field. Applicants must have good math skills, experience with oil and gas field databases, good verbal communication skills, and be self-motivated and able to work independently with limited supervision after the initial training period. This is not a database entry position, instead the applicant should have knowledge of database management, be able to migrate multiple database screens, and be able to review well data in an oil field well database per the BLM bond adequacy review written guidance. Applicant must have a valid driver’s license and a good driving record. Prior to starting this position a government security background clearance will be required.

Position Duration: 24 weeks

Hourly Wage: $450/wk

Housing Details:
Housing is not provided. There are a number of rental units within and near the city of Santa Fe. A housing allowance of $2,000 for 12 weeks will be provided in addition to the stipend.
