Position Description:
NEW POSITION; STARTS ASAP, PREFERABLY IN JUNE/JULY 2016, SO PLEASE APPLY ASAP.

Up to four positions may be selected for these opportunities. The participant(s) will assist with various public land management projects, as assigned. Participants may be assigned primarily to the National Landscape Conservation Systems (NLCS) Division, the Division of Recreation and Visitor Services, or a combination of both.

NLCS:
Participant(s) assigned to the NLCS Division will help to synthesize science information for external audiences. Other science assignments may include working on science plans for BLM lands and other similar work. The participant may provide support to a recreational mapping project requiring some GIS/mapping skills, such as the BLM’s National Landscape Conservation System (NLCS) and Recreation Division’s Recreation Map and Website Project. This multi-stage project will produce standardized recreation materials, including maps and site-specific webpages, for BLM recreation sites. The participant will be instrumental in helping to develop the initial pilot phase which will focus on National Monuments, National Conservation Areas, and National Recreation Areas. The participant will be tasked with producing a national level and site-specific recreation maps, coordinating with and compiling data from unit offices, and helping to develop the site-specific web-pages.

Recreation and Visitor Services:
Participant(s) assigned to the Division of Recreation and Visitor Services will assist the Trails and Travel Management Program Lead and other staff with various tasks associated with developing and improving geospatial data sets related to travel and transportation management and recreational use on 243 million acres of public lands managed by the BLM. The participant will use the data to analyze various travel management and recreational use related problems as well as assist with the development of GIS training materials. As part of this project, the participant will: 1. Compile geospatial data from various BLM field and state offices to create Bureau-wide data sets related to travel management and recreational use. 2. Produce reports based on analysis of travel and transportation and/or recreational use related geospatial data. 3. Produce digital and hardcopy maps to be used for presentations. 4. Assist with the development of GIS processes and data standards.

These positions are offered through the Geological Society of America's GeoCorps America Program in partnership with the Bureau of Land Management.

Goals, outcomes, and deliverables:
These projects will provide the successful candidate with experience in the management of recreation, conservation, natural resources, data, and web sites. Participants may also gain experience in the management of National Conservation Lands and science related to public land management. The primary goals may include projects such as: a national, interactive recreation map, printable site-specific maps, and webpages integrating recreation data. Other various GIS and web-based products will result from other assigned projects.

Agency involvement (project oversight, mentoring, team building, etc.):
The participant will work in close coordination with BLM Staff Specialists with a wide variety of experiences and background, such as the Science Advisor to the BLM's National Conservation Lands, the Deputy Chief of the Division of Recreation and Visitor Services, the Trails and Travel Management Program Lead, and others.

Professional development & learning opportunities: (trainings, certifications, networking, etc.):
This office has a history of working successfully with GeoCorps positions. Participants have often been provided with opportunities to attend agency trainings and workshops, at the main office, and elsewhere. Although these particular projects are office-based, occasional opportunities for field work have occurred in the past. Participants will have opportunities to use a wide variety of software and technological tools.

Physical/Natural Environment:
This position is located in an office building in southeast Washington DC. The office building is located close to the U.S. Capitol Building and multiple amenities, such as a Metro line and the professional baseball stadium.

Work Environment:
Work is carried out in a normal office space, with adequate lighting, heating, ventilation, etc. Off-site programs may be in an outdoor environment where climate, weather, and terrain require care in how the work is performed.

Qualifications:

Applicants should have completed at least three years towards a degree in geography/GIS/cartography, natural resources management, recreation management, environmental science, geoscience, or a similar science-related field. Required skills include: a solid working knowledge of current ArcGIS desktop software, ArcGIS online mapping (or similar online mapping applications), and geodatabases; the ability and willingness to work with geospatial data on a very large scale; fluency with the MS Office Suite; strong attention to detail; highly organized; ability to write clearly and communicate information to management; ability to work well independently, with little supervision; ability to work collaboratively with others. Other desirable traits include: experience and interest in creating webpages (coding experience not required, but beneficial); an interest in public lands and natural resource management; a demonstrated ability and willingness to communicate with a diverse group of specialists and non-specialists from across the western US and Alaska to develop an understanding of BLM travel management and recreational use related problems and possible solutions that GIS may offer. . The participant may be asked to conduct high-profile assignments with short deadlines and must be prepared to handle rapidly evolving assignments. Prior to starting this position a government security background clearance will be required. Because of the possibility of extending the project term beyond the initial period (see the Position Dates and Payment sections for details), the ideal candidate will be flexible, with availability for at least 12 weeks and as much as 12 months. (If project extends, additional pay will be provided, with the possibility of an increase in the pay rates.)

Position Dates:
Initial 12-week term starts ASAP, June/July, w/ a chance of continuing to 24 weeks, or up to 12 months (depending on various factors, like the availability of funds, projects, & supervisory staff).

Position Duration: 12 weeks or more

Hourly Wage: $3,000 total for initial 12 wks; $3,750 for next 12 wks; $4,500 for next 12; $4,500 for last 12

Housing Details:
The participant will be responsible for securing his/her own housing with a $2,000 housing allowance provided in addition to the stipend (for the initial 12-week period; additional housing allowance payments will be provided if the term is extended). Housing is expensive in this area, but Washington Office staff can assist with advice and suggestions about best housing options. A personal vehicle is not required as DC has good public transportation.
